Even with five hearts north makes a double over 2 ♥ to show values. When east corrects to 2 ♠, south has the luxury of passing or bidding with a balanced hand. It is good for the 2 NT bid to show both a spade stopper and a decent hand - not a minimum. That helps north with an invitational hand to know to go on to game. So 2 ♥ is natural and forcing.
As an alternative it would be possible to play transfers and Stayman over these second round 2 NT rebids.
