There are options on this auction. South could pass and then come in with a double on the second round if they show spades. However this misses out when we have a club or diamond part-score and might make it difficult when we have a no trump contract.
Also while I have south making a second double that is far from clear cut. North in passing over 2 ♥ has denied as much as a decent 8 hcp and even less with a good long suit. Over 2 ♥ north has the option of bidding 2 ♠ showing around 6-10 with five spades, or 3 ♣/♦ with a similar hand with (five)six of the minor or 3 ♥ with a good heart suit and similar values.
Therefore south knows we have at most half the deck and less if north does not have a good suit. Given that it could easily be best for south to pass on the second round.
