Here south overcalls in hearts. West cannot be one hundred percent sure that east does not have hearts so can double as a pass or correct bid. Now north can bid 2 ♠ as a cue and south with great hearts bids game.
After a 2 ♥ or 2 ♠ overcall a direct bid in the other major is unambiguously a cue-bid. However it could be either an invitational raise or a directional ask.
