Here the second double shows extra values when north passes showing about 0-7 hcp. There are options for north-south in response to this double. We could clarify range further with a Lebensohl type 2 NT. In that case north's 3 ♦ will show about 5-7 and 2 NT would show 0-4.
Alternatively north-south can use 2 NT to show a stopper. Not so helpful here.
After south asks for a stopper north has an awkward bid, 3 NT hopes that south can produce a heart honour. It is probably worth the gamble when nothing else is very attractive as here.
